Some observations on current educational policy analysis are made by Stephen K. Bailey. Discussion is centered on the federal bureaucracy; the need for communication between the educational community and the government; and current trends in federal policy decisions. (MH)

The evolution of congressional support for educational programs and the impact of the present trend toward financial restraint are reviewed. Research, evaluation, and policy studies will help influence future decisions, although other factors such as the economy and interest group pressures will affect support. (MH)

This paper described findings from a three-year study on the impact of California legislation reforming the gifted and talented program. Results were concentrated in four areas: (1) population changes, (2) effect of new categories, (3) racial/ethnic changes, and (4) impact of funding formula. (LMO)

Budgetary and fiscal data from 11 school districts of varying wealth in New Jersey suggest that, in the first year of the state's Quality Education Act, the law has only modestly increased fiscal equality, with only minor cuts in funding in wealthy districts and some program improvement in poorer ones.
