The goals, methods, and long- and short-term effects of a comprehensive intervention project are described. Included is a discussion of the social policy implications, particularly that intervention programs should provide quality services and options responsive to the needs of the individuals. Brief summaries are offered for various childhood intervention programs. The expected major differences between curricula were not obtained. While policy analysis is currently the most popular research strategy for educational administration, it is more effective when used in conjunction with program evaluation. The relationship between these methods is illustrated by examining alternative research designs for a hypothetical school drug abuse program. (BS)

Four issues are addressed which particularly concern the involvement of the federal government in school curriculum. The issues are: (1) historical circumstances; (2) effects of federal involvement, 1950-80; (3) needed reforms of school curriculum; and (4) design of the curriculum policy system. (Author/GK)

A meta analysis of preschool intervention programs is performed to arrive at an overall effect size of such programs. Results indicate that despite the diversities in intervention sites, ages of subjects, lengths of intervention, and curricula models, there is a positive homogeneous effect on the variables. The history of the federal government's involvement in elementary and secondary school curriculum development is traced. An attempt is made to place this involvement within a social and political perspective.
