The relationship between school-level minimum competency testing (MCT) programs and student reading proficiency measured by the 1983-84 National Assessment of Educational Progress was studied in subsamples of 10,367 fourth graders, 10,829 eighth graders, and 13,513 eleventh graders. The validity of using readiness tests for placing children in regular or 2-year kindergarten programs was studied in 9 Virginia school districts with a total enrollment of 17,662 in 1986-87. Four tests were evaluated; none were impressive predictors of performance on tests administered at the end of kindergarten. (SLD)

A sample of 1,731 North Carolina high school students who initially failed the state Competency Test registered improvements on subsequent reexaminations. The gains were apparently stable and related more to in-school factors than to individual background characteristics. (Author/PN)

Norm referenced data were utilized for determining the mastery cutoff score on a criterion referenced test. Once a cutoff score on the norm referenced measure is selected, the cutoff score on the criterion referenced measure becomes that score which maximizes proportion of consistent classifications and proportion of improvement beyond change.
