The Debra P. versus Turlington case marked the first major inquiry into content validity of a student competency testing program. The Florida federal district court determined material assessed on the test had been taught in Florida's classrooms. Schools may deny regular diplomas to students who fail the test. (DWH)

The Connecticut Assessment of Educational Progress assesses writing traits using different approaches to diagnose students' skills. These include multiple choice, direct assessment, "revising test," dictation, and note-taking. These measures and scoring guides are used to assess several elements of good writing. (DWH)

Instructional validity of the Florida graduation test and the degree to which students were given proper preparation to pass it were studied. This article discusses the range of validation studies conducted in Kansas in examining the validity of the National Teachers' Examination as a certification test for that state. It is argued that the validation of certification tests calls for a wider range of studies than typically are undertaken. (JAZ)

Three statewide assessment programs in Connecticut developed in response to the State Board of Education's goals and objectives are described. These include: (1) the Connecticut Assessment of Educational Progress; (2) the Educational Evaluation and Remedial Assessment Program; and (3) the Connecticut Mastery Testing Program.

Before using the National Teacher Examinations (NTE) for teacher certification, states are required to conduct a state-wide validity study. This paper describes approaches used in 35 studies for 18 states to establish (NTE) content validity through curriculum and job relatedness and to establish minimum performance standards. (BS)

Procedures are presented for state departments of education and the local educational agencies to share the responsibility of showing that a minimum competency test is a fair measure of what is taught.
