A response, by Carlson, to the National Commission on Excellence in Education's report proposes establishment of an independent agency. This entity, in conjunction with the National Assessment of Educational Progress, would define common content domains, develop calibrated normed item banks, and develop content referenced reporting systems. Nine definitions of minimum competency testing (MCT) found in the literature are examined, with major issues for policymakers to consider as they make decisions whether MCT will serve the goals and purposes of their testing programs. Eight criteria developed by the National Forum on Assessment (Washington, DC) as guidelines for evaluating existing and proposed assessment systems at any level are listed. Criteria call for clear definitions and fair assessments to assist educators and policymakers in improving instruction. Continuous review and improvement are recommended. (SLD)

Testing teachers for recertification to ensure that all certified teachers and administrators can read and write adequately is supported. Insofar as possible, tests must be developed and used in ways that are not demeaning to educational professionals.
