Cross, Lawrence H. – Educational Measurement: Issues and Practice, 1985
Before using the National Teacher Examinations (NTE) for teacher certification, states are required to conduct a state-wide validity study. This paper describes approaches used in 35 studies for 18 states to establish (NTE) content validity through curriculum and job relatedness and to establish minimum performance standards. (BS)

The Learning Outcome Testing Program of the West Virginia Department of Education is designed to provide public school teachers/administrators with test questions matching learning outcomes. Results of a 1987 report indicating that elementary students of all states were above the national average are assessed. Issues addressed include teaching for standardized tests, the effect of teaching on national norms, and alternatives available to protect the integrity of instruction and the validity of normed test scores. Findings from a state survey about practices in testing students of limited English proficiency (LEP) confirm a general lack of policies and guidelines relating to the standardized achievement testing of LEP students. In 1987, a survey report by J. Cannell was published criticizing state reports based on national standardized testing of elementary school students that indicated that all 50 states were above the national average. This phenomenon--known as the "Lake Wobegon Effect"--is analyzed. Technical problems with the study are considered. (TJH)

Arizona teachers and administrators (n=2,444) were surveyed to determine (1) use of standardized test scores; (2) teachers' perceptions of others' use of scores; (3) how schools prepare students to take tests; (4) conditions under which tests are given; and (5) views of current testing program effects.
