A framework of general evaluation criteria for ensuring the comprehensiveness of program reviews and appropriate and fair comparison of children's programs is outlined. It has two components: (1) descriptive; and (2) evaluative. The framework was developed by researchers at the General Accounting Office for evaluation of federal programs. (TJH)

A set of criteria is proposed by which development projects can be selected for purposes of ex post assessment to determine their effects and outcomes. Arguments are advanced as to the importance of these criteria, and observations are made about their current use by international aid agencies. (SLD)

Reviews synthesis as an important task of evaluation, putting evidence together for a coherent assessment. Types of synthesis are described from the case of two variables to more complex situations, ending with metanalysis. Syntheses help identify common patterns and regularities and can help progress toward positive social change. (SLD)

Introducing a wider perspective of evaluation into the school by developing school-based evaluation mechanisms is discussed. The approach is based on conceptual development derived from U.S. perspectives on program evaluation, actual work in schools with teachers and principals in Israel, and empirical studies in the United States.
