Developmental evaluation is proposed as a term to describe certain long-term partnering relationships with clients who are, themselves, engaged in ongoing program development. Rather than a model, developmental evaluation is a relationship founded on a shared purpose and is a way of being useful in innovative settings. (SLD)

The phenomenon of empowerment in evaluation is examined by hypothesizing possible benefits and harms that may accrue from the program development process and the impact both may have on the evaluation. The evaluation of the Health Care Intervention Service of New York State offers an example. (SLD)

The author's optimistic view of evaluation in the future includes increased utilization, especially in the private sector; more professionalization, with potential for conflict; more academic program development; more use in policy; increase in the use of complex methods; and more involvement in program development. A strategy is presented for using media exposure to increase evaluation use, including reasons for using media, suggestions about whether to use mass (print and electronic) or specialized (interest-group oriented trade) media, and 10 recommendations for effective use.
