Effects of Ohio's mandatory seat belt law on seat belt use, number of car accidents, and number of fatal and severe injuries were evaluated for January 1982 through March 1988. The monthly average number of accident victims was 2,002. Implications for public policy formulation and implementation are discussed. (SLD)

High intercommunity variation in adolescent smoking precluded detection of effects of mass media campaigns on initiation of cigarette smoking in a study with a final sample of 1,637 adolescent subjects. Implications for studies using the individual as unit of analysis and the community as unit of randomization are discussed. (SLD)

An empirical test of a method of teacher evaluation by predicting student performance and comparing it with actual outcomes is described. Results from 6,249 urban fifth graders in 103 schools suggest that teachers can be evaluated in this way and that the best and worst teachers can be identified. (SLD)
