A methodology for a client-centered assessment of human services needs in a community is described. While the procedures were developed for identifying service needs for substance abusers, with some modification, they can be used in a needs assessment for any social or health problem. (TJH)

A model for assessing the needs of the rural elderly based on the goal of empowerment is described and evaluated through a case study in Pennsylvania. Overall, the 63 community workers positively evaluated the needs assessment data derived through the model. Ways to enhance the model are discussed. (SLD)

Needs assessment methodology has grown remarkably as a necessary part of evaluating human service programs. The consumer survey method of needs assessment is reviewed. Problems in designing and implementing consumer surveys and training programs are discussed. (JKS)
