A rationale for adding a global perspective to teaching is developed. Emphasis is placed on inquiry, the development of critical thinking and decision-making skills, clarification regarding value formation, and acquisition of sufficient information for analysis and understanding of other human beings. This simulation game is designed to give the student direct experience in conflict and cooperation. This exercise, a two-person instead of a group game, combines the primary elements of simulations--role-playing with a senario and a game format in which strategies have clear outcomes for the players. Case studies which illustrate issues of immediate or potential importance to Americans are presented. It is suggested that the material is pertinent for use in many classroom activities designed to clarify the future relationship of the individual and his government (role-playing, discussion, research topics, panel reports, and debates).
