Following the Civil War, progressives controlled higher education for blacks but remained deeply committed to and protective of the antebellum social order of racial subordination. Liberals at the time believed that through higher education, blacks could be taught many positive habits. Central to their scheme for the New South was a program of social engineering and racial control. (SM)
