Forces responsible for the emergence of the community college are discussed indicating the uniqueness of its role and mission in higher education. A rationale for counseling in this setting is provided. The implication is made that counseling and student development programs should be complementary to the educational process. (Author)

Implementation of a developmental transcript potentially involves a number of complex issues and a variety of persons. An extensive survey of students and a sampling of parental responses to key issues indicate that there is strong support for the basic concept but differing viewpoints on implementation procedures.
