The Comprehensive Employment and Training Act's efforts to coordinate manpower progrmas at the local level is currently causing a big rush to set up mechanisms to operate a manpower services system. Denver, however, started in mid-1973 reorganizing a bewildering variety of categorical manpower programs along functional lines. (DS)

Federal and State employment service systems provided local job placement services for Vietnamese and Cambodian refugees in their temporary housing centers. Placements were generally at a lower skill level than refugee qualifications. Resettlement and job placement processes are described, and agencies involved are discussed. (LH)
