We developed a 54-item inventory to measure counselors' multicultural and social justice counseling competence. This article describes the revision of Vespia, Heckman-Stone, and Delworth's (2002) Supervision Utilization Rating Form (SURF) and validation of the resulting Adapted SURF. The Adapted SURF is designed to provide supervisors with a cleaner measure of supervisee behaviors that contribute to effective supervision.

Supervisors evaluated counselors-in-training at multiple points during their practicum experience using the Counseling Competencies Scale (CCS; N = 1,070). The CCS evaluations were randomly split to conduct exploratory factor analysis and confirmatory factor analysis, resulting in a 2-factor model (61.5% of the variance explained).

It is imperative that counselors understand how to critically evaluate assessments before using them to make clinical decisions. This evaluation can be conducted through integrating the 5 sources of validity.
