Strategic Collaboration: Building a Major League Technology Infrastructure on a Small College Budget

In most states, declining state appropriations have forced public colleges and universities to raise tuition at an unprecedented rate. Colleges and universities are expected to become more accountable, improve institutional effectiveness and efficiency, and report progress in measurable terms. Amid these pressures, institutions are challenged to contain or even reduce technology costs while responding to the highly consumer-oriented expectations of the "new millennial generation" to upgrade administrative systems, support course-management systems, and offer as many online services as possible. Such expectations are not simple or inexpensive to implement for small, tuition-driven liberal arts colleges. This chapter describes how Cabrini College, a small college near Philadelphia with limited resources, was able to meet student, faculty, and parent expectations for technology. Cabrini turned the responsibility over to Drexel University, a nearby larger university. This IT service delivery model, hailed as the first of its kind nationally and dubbed "strategic collaboration," offers significant opportunities for a small college to leverage the capabilities of a large, flagship institution.
