Instead of replacing the older cold war "enemies," with the Sandinistas and Shiite fanatics, the nation should commemorate the new century by declaring war on ignorance, illiteracy, sickness, timidity of spirit, and shallowness of vision. Weaponry funding could instead be used to develop instructional technologies, conquer AIDS, or start a national youth service. (MLH)
