Measures of Technical Skill Attainment and Their Predictive Value on Positive Post-Program Placement of Pennsylvania Secondary Career and Technical Students

The purpose of this quantitative study was to examine which measures of technical skill attainment and program hours predict positive post-program placement of secondary Pennsylvania career and technical education (CTE) students who completed a Phase I or Phase II program of study. Predictor variables included performance on the end-of-program assessment, earning at least one industry-recognized certification, completing the program of study task list, participating in cooperative education, and program hours. An ex post facto study was conducted to determine which of these measures best predict a positive placement of CTE students one year after graduation. A positive placement was defined as working in a field related or somewhat related to their CTE program, enrolling in post-secondary education, or serving in the military. Using statewide student-level data from 2016 CTE graduates, the researcher used correlational statistics and logistic regression to determine which measures of technical skill attainment predicted positive post-program placement. The statistical analysis concluded that end-of-program assessment performance, which is measured by the National Occupational Competency Testing Institute (NOCTI), and participating in cooperative education were the only statistically significant (at p < 0.05) predictors.
