How Wisconsin Rural Principals Rate the Effectiveness of Alternatively Certified Teachers

The current demand for teachers outpaces the supply of teachers. Policymakers and educational administrators have altered teacher certification rules to address the teacher shortage. One such alteration is the creation of alternative certification pathways for teachers. The purpose of this study was to determine the effectiveness of alternatively certified teachers in rural Wisconsin. The study used a survey developed from the Danielson Framework for Teaching (FfT) tool to gather principals' perceptions of the effectiveness of alternatively certified teachers. The population of this quantitative study was comprised of 156 Wisconsin rural-school principals who utilized the Danielson FfT as their evaluation model for teachers. A survey was used to gather data on participants' perceptions of the effectiveness of alternatively certified teachers. The response rate was 32% (50/156). This study established baseline data on how principals in rural Wisconsin rated the effectiveness of alternatively certified teachers. In addition, this study also found the highest and lowest mean ratings for alternatively certified teachers by participants for each of the four domains and 22 components of the Danielson FfT. Data from this study can be used by building level principals when hiring and developing alternatively certified teachers as well as alternative pathway program providers to analyze, plan, and evaluate their alternative teacher certification programs in the state of Wisconsin. Additionally, the data from this study can guide policymakers who pass legislation that allows for the creation and expansion of pathways for alternatively licensed teachers. Recommendations from this research include principals providing a robust coaching and mentoring program for alternatively certified teachers, alternative pathway program providers analyzing their programs to ensure that their standards align to current evaluation models such as the Danielson FfT, and policymakers monitoring alternative certification programs standards.
