Transactional evaluation is discussed in the perspective of "The New Rhetoric: A Treatise on Argumentation" by Perelman and Olbrechts-Tyteca. It is described as a procedure for facilitating change by encouraging all persons who might be affected by a new program to participate in its evaluation. (CTM)

Barnette, J. Jackson; Thompson, John C., III – Studies in Educational Evaluation, 1979
A survey examined secondary school teachers' perceptions of the effects of program, student, and teacher evaluations on instructional improvement. Results indicated that student evaluation was most effective in influencing teachers to revise their instruction. Teacher and program evaluations appeared to be ineffective as change agents. (MH)
