Study investigated the factors that influence the use of evaluative information for decision making by school boards. Study suggests that there is no set process for decision making but that there are decision-making patterns that depend on contextual variables. (RB)

Two politically oriented factors are cited as major impediments to effective conveyance of evaluation findings to decision makers. The first factor, relevance, includes the elements of timing and matching of perceptions. The second, constituency support, includes recognition of reference groups and political benefits. A definition of evaluation use incorporates four major types of use: (1) allocative, direct use; (2) conceptual enlightenment; (3) impact on organizational policies and practice; and (4) contribution to the management of the organization. The User Interview Survey examined patterns of information use among elementary school decision makers. The goal was a better understanding of the mix of evaluation and other information inputs into program decisions. Utilization should be defined according to the evaluation approach used and the purposes established for it. By developing a matrix that includes the dimensions of utilization and the various evaluation approaches, it is possible to plan and conduct evaluations that increase the likelihood of the desired type of utilization.
