Hill, Richard; And Others – Studies in Educational Evaluation, 1977
This review of a previous article (TM 503 836), concludes that: (1) the evaluation methodology was straightforward; (2) simpler data analysis would have yielded the same conclusions; and (3) exclusion of many experimental schools from data analysis and use of post hoc matching and covariance produced misleading results. (CP)

Isaac, Stephen – Studies in Educational Evaluation, 1977
An independent statewide study of 4,735 elementary schools, conducted after three years of the Early Childhood Education Program (ECE) in California, indicates that ECE schools have lower reading scores in grades 2 and 3 when compared to non-ECE schools. Five potential causes for this discrepancy are discussed. (CP)

Hanson, Ralph A. – Studies in Educational Evaluation, 1986
This paper presents one perspective on a new methodology of program evaluation which defines four phases corresponding to the operational life of a school program. Examples and results are discussed in terms of relevance to basic skills improvement efforts and cost-effects. (LMO)

Okoh, Nduka – Studies in Educational Evaluation, 1983
The relationship between students' scores in verbal intelligence and creativity tests and their teachers' assessment of these abilities was studied. Results indicated negative correlations between teacher assessments and student performance. Explanations for the results may include unreliability of test instruments, inadequate pupil motivation,…

Zuzovsky, Ruth; Orpaz, Nathan – Studies in Educational Evaluation, 1979
Evaluation of an elementary level science curriculum unit (MATAL) illustrates intensive evaluation. This method involves classroom observation by trained observers, formulation of course objectives, student interviews (ability tests), and lesson planning. It stresses the identification of learning difficulties which hinder attainment of course…

Kordes, Hagen – Studies in Educational Evaluation, 1977
The present study presents a comprehensive evaluation of school reform in Dahomey, including empirical control and ideology-critical reflexion up to a stage which seldom occurs in research. The subject, method, and the result of this evaluation are explained. (Author/CTM)

Baker, Eva L. – Studies in Educational Evaluation, 1977
It is difficult to base evaluations on concepts irrelevant to state policy making. Evaluation of a multiproject program requires both time and differentiation of method. Data from the California Early Childhood Program illustrate process variables for program component analysis, and research questions for intraprogram comparison. (CP)

Stokking, K. M. – Studies in Educational Evaluation, 1984
The GEON-Project (1973-80) was a teacher-oriented program to improve kindergarten education in certain Dutch schools. Teachers were trained in diagnostic and differentiated teaching methods to improve students' emotional and cognitive development. The summative program evaluation found improvement in intelligence test results, but student school…

Burstein, Leigh; And Others – Studies in Educational Evaluation, 1977
Activities of the California State Department of Education related to the Early Childhood Education Program were audited, specifically: (1) overall data management and processing; (2) information quality for the evaluation of program impact; (3) treatment of standardized test data; and (4) procedures for expansion funding and termination. (CP)

Appelhof, Pieter – Studies in Educational Evaluation, 1984
This article overviews a summative evaluation of the School Advisory Center's innovative initial reading curriculum program from 1972 to 1978 in Utrecht, The Netherlands. The evaluation design used was Stake's "countenance model" with description and observation matrices. Reading achievement results were disappointing and were attributed…
