The Sagan report, which predicts that long-term atmospheric effects on a scale greater than heretofore conceived will result from a nuclear weapons exchange, is a scare tactic, a way to destroy national resolve by suggesting that our enemy is nuclear weapons, not the Soviet Union. (RM)
