Programs offering free winterization and repair work to homes of needy senior citizens and low income families are occurring in many states. Sponsored by the Comprehensive Employment and Training Act and the Community Services Administration, programs also involve The Green Thumb Program and provide training and jobs for participants. Programs have been developed in rehabilitation facilities throughout the country for hiring and training unemployed, underemployed, and handicapped workers. The Association of Rehabilitation Facilities and The Departments of Labor and HEW are sponsors. On the job and classroom training is for entry-level positions and upgraded jobs. (LH)
