In the state of South Carolina during fiscal year 1977 Title I instructional activities served 127,702 children, 929 of whom were not public school children. The children came predominantly from grades one to six, with the next highest concentration from grades seven to nine. Reading activities were provided for 65% of Title I students and math activities for 50%. Dropout prevention activities involved 5% of Title I students. Data supplied by the Statewide Testing Program revealed that the average grade equivalents of South Carolina students were below national norms at all grade levels tested. Results indicate that Title I reading and math activities which served elementary level students were effective. The elementary grade level participants showed achievement gains which statistically significantly exceeded what would be expected of nonparticipants. The overall gain for all grades was also judged to be significant. The gains in math appeared to be slightly greater than those in reading. Title I efforts to prevent the dropout rate were judged to be successful. (Author/AM)
