Parent Perceptions on the Importance and Performance of School Programs

School programs are evolving, and school district offerings provide more to students and families than simply academic instruction. This study asked parents to rate the importance and performance of various school programs that support student success and provide aspirational programming that guide student futures. Over one thousand parents were surveyed in a mid-sized Midwestern school district. Data were analyzed comparing differences in parental perceptions among various racial groups along with parents of Gifted and Talented (GT), student receiving special education services (SPED), and parents of English Language Learners (ELL). Permission was granted to analyze responses from a third-party survey conducted in the spring of 2021. Parents of SPED students rated programs for students at-risk of not graduating high school significantly higher than parents of GT students. In addition, Asian parents rated the importance of school counseling significantly lower than all other minority groups. Furthermore, parents of ELL students rated the performance of school programs significantly higher than parents of SPED students and parents of students without a label. Asian parents rated the performance of school programs significantly higher than the performance ratings of White parents. It was found that less than half of parents responded to questions of the performance of school programming which may indicate gaps in communication and transparency from school to parents. It is recommended that schools must work to effectively communicate program outcomes, provide transparent information, and engage parents in meaningful problem solving surrounding school programs. Future research is suggested to investigate cultural implications surrounding Asian parents and parents of ELL students regarding the lack of support for school counseling and significantly higher performance ratings.
