H.R. 39, the Alaska National Interest Conservation Act, acknowledges that the continuation of subsistence land use is essential to Alaska Native welfare and that there are no practical alternative means available to replace subsistence resources. (JC)

In 1963, a Federal policy emerged which encouraged native villages to incorporate under Alaskan law, but once a village incorporates there are no safeguards that it will remain native-controlled. Under the Alaska Native Claims Settlement Act, the native village's powers of self-government are severely restricted. (JC)

The International Whaling Commission (IWC) voted to impose a moratorium on Eskimo bowhead whale hunting. Since the U.S. did not exercise its option to object, had previously avowed support for Alaskan subsistence lifestyles, and had previously maintained legal exemption for the Eskimo, there is currently great Alaskan resentment.
