Competency Based Education Training Program for Local School-Community Councils. Final Report--Volume I, September 15, 1978 through September 14, 1979. A Monograph.

The primary goal of the project described in this monograph was to develop a competency-based training program for the preparation of school-community council members. A secondary goal was that this training program be generalizable to other educational institutions and agencies that utilize advisory councils. Interviews with 16 school staff and community council members and a literature search resulted in the specification of approximately 35 competencies. Each competency statement was analyzed into a series of behaviorally-stated objectives. These objectives were then used as the basis for designing the instructional activities organized in five reasonably independent comprehensive modules on the topics of problem-solving, communicating, evaluating, parliamentary procedures, and training in planning school-community workshops. Each module is organized around one or more competency statements accompanied by two or more behaviorally-stated objectives. A variable number of enabling activities are specified for every objective along with evaluation criteria for assessment of trainee performance. (Author/MLF)
