Those who direct educational systems and institutions are losing public credibility. To reverse this trend educational planners must involve the public in educational decision-making. They can do this through the design and development of cooperative procedures for planning changes in education. (Author)

Technical capability, a resource needed by citizen groups, can usually be found. The uncertain political authority for decision-making given to citizen groups is a more serious problem. Local groups must learn where their project fits into the local political scheme. (EM)

Research conducted to determine the degree to which federally mandated citizen involvement had been achieved in 15 Texas Elementary and Secondary Education Act Title VII Citizen Advisory Committees demonstrated, through the application of typology, that at no point was a high level of participation fully accomplished.
