This critical review of 13 political science software simulations and tutorials rates the programs both by quality of presentation and by educational content. Courseware does have a truly interactive nature yet allows the student to be in an active mode of control. The software programs reviewed feature a variety of graphic, textual, and interactive qualities. The difficulty with comparing simulations (and the less complex interactive tutorials) lies in determining whether to do so according to the educational or substantive content, or according to the sophistication of the programming and presentation. The computer can be best used to add value to professorial time by permitting students to learn on their own time in a manner that is more motivational that conventional homework. Some of the software titles reviewed are: "On the Campaign Trail"; "Balance of Power"; "President Elect"; and "Congress and the Presidency." Prices and publishers of 19 software items are given, along with 37 references. (PPB)
