This paper summarizes the factors involved in resource sharing for preparation of national bibliographies and establishment of national bibliographic services. The term "resources" is considered in a range of senses including information, as well as commitment and financial resources to be expended on cooperation. Resources required for the production of national bibliographies, purposes and problems of resource sharing, and benefits of cooperation are considered. Factors conducive to regional cooperation in bibliography are outlined. The concept of a regional bibliographic agency is developed, based on advantages it would offer for overcoming problems faced by national bibliographic agencies. The report suggests organization and operations for regional bibliographic cooperation, and includes a bibliography of 95 relevant readings. (Author/KP)
