The author surveys some aspects of both product evaluation and process investigation as they impinge on mathematics education and curriculum development. Discussion includes summative and formative evaluation, investigating the learning process, and problems inherent in both areas. (JG)

This paper reports on the conclusions drawn from an investigation of the modern mathematics reform movement in Brazil. The main focus is the dissemination of reform ideology to the Brazilian mathematics education community and the outcomes resulting from misinterpretations of the intended curriculum during the implementation process.
