Huynh, Huynh – Journal of Educational Statistics, 1979
In mastery testing, the raw agreement index and the kappa index may be estimated via one test administration when the test scores follow beta-binomial distributions. This paper reports formulae, tables, and a computer program which facilitate the computation of the standard errors of the estimates. (Author/CTM)

Hambleton, Ronald K. – Journal of Educational Measurement, 1978
The use of cut-off scores with criterion referenced tests is defended in this response to two papers by Gene Glass and Nancy Burton. Suggestions for setting cut-off scores are made. (JKS)

Livingston, Samuel A. – 1978
The traditional reliability coefficient and standard error of measurement are not adequate measures of reliability for tests used to make pass/fail decisions. Answering the important reliability questions requires estimation of the joint distribution of true and observed scores. Lord's "Method 20" estimates this distribution without the…

Burton, Nancy W. – Journal of Educational Measurement, 1978
Three methods for setting performance standards for criterion referenced tests--theories, expert judgments, and practical necessity--are reviewed. The author concludes that the use of performance standards is not a promising vehicle for making societal decisions. (Author/JKS)

Livingston, Samuel A.; Wingersky, Marilyn A. – Journal of Educational Measurement, 1979
Procedures are described for studying the reliability of decisions based on specific passing scores with tests made up of discrete items and designed to measure continuous rather than categorical traits. These procedures are based on the estimation of the joint distribution of true scores and observed scores. (CTM)

Glass, Gene V. – Journal of Educational Measurement, 1978
A detailed analysis of standard setting and criteria for test scores and educational decisions is presented. The author contends that present procedures are in need of re-examination. (JKS)

Besel, Ronald – 1971
The Mastery-Learning test model is extended. Methods for estimating prior probabilities are described. The use of an adjustment matrix to transform a probability of mastery measure and empirical methods for estimating adjustment matrix parameters are derived. Adjustment matrices are interpreted as indicators of instructional effectiveness and as…

Wilcox, Rand R. – 1979
Mastery tests are analyzed in terms of the number of skills to be mastered and the number of items per skill, in order that correct decisions of mastery or nonmastery will be made to a desired degree of probability. It is assumed that a random sample of skills will be selected for measurement, that each skill will be measured by the same number of…

Gillmore, Gerald M. – 1979
It is argued in this paper that generalizability theory provides a uniquely useful framework for defining and quantifying the dependability of data for decision making. It does so by requiring careful specification of the conditions of measurement and the anticipated sources of variation in the results of the measurement procedure. A distinction…

Huynh, Huynh; Saunders, Joseph C. – 1980
A basic technical framework is provided for the design and use of mastery tests. The Mastery Testing Project (MTP) prepared this framework using advanced mathematics supplemented with computer simulation based on real test data collected by the South Carolina Statewide Testing Program. The MTP focused on basic technical issues encountered in using…

Macpherson, Colin R.; Rowley, Glenn L. – 1986
Teacher-made mastery tests were administered in a classroom-sized sample to study their decision consistency. Decision-consistency of criterion-referenced tests is usually defined in terms of the proportion of examinees who are classified in the same way after two test administrations. Single-administration estimates of decision consistency were…
