The nine articles of this special section focus on the role of evaluation in the reform of the mental health system in Washington. The reform process is described from its inception through its design to the dissemination and utilization of evaluation results. The final article considers implications for statewide evaluations. The impact of a newly instituted prime vendor (wholesaler) pharmaceutical system at Veterans Affairs (VA) hospitals was studied at 33 VA centers and 32 matched comparison hospitals. Results indicate satisfaction with the new system and illustrate the solutions to some interesting evaluation problems. (SLD)

A model for assessing the needs of the rural elderly based on the goal of empowerment is described and evaluated through a case study in Pennsylvania. Overall, the 63 community workers positively evaluated the needs assessment data derived through the model. Ways to enhance the model are discussed. (SLD)

A literature review describes evaluation activities in mental health services in financial, programmatic/clinical, and new constituency areas. Expanding reimbursement for alternative mental health services is offered as a way of developing a formal structure to ensure better utilization of evaluation results. (SLD)
