This special issue presents results of a multisite, multiyear national demonstration project designed to test the effectiveness of integrating street outreach programs aimed at preventing HIV infection with referral to substance abuse treatment for populations that historically have been difficult to reach (Author/SLD)

The effectiveness of product development as a component of technical assistance services offered to demonstration projects is examined. It is concluded that written documents produced by technical assistance agencies do not appear to have a direct effect on programs delivering services to the handicapped. (Author/LMO)

Findings are reported from the evaluation of the Work Incentive Program which trains women welfare recipients as electronic technicians. The participants completed the training in numbers consistent with expectations, and most graduates were placed in training-related jobs. The importance of support services is noted. (TJH)
