Steps are outlined that parents of handicapped children may follow if they wish to pursue complaints about their child's education. The steps include: (1) identifying the problem; (2) understanding the school system organization; (3) knowing their rights; and (4) trying to reach informal agreements before using legal remedies. Activities of Special Education Parent Teacher Associations (SEPTAs) and issues which concern their membership are reported, based on information from a survey of some of these organizations in 12 states. (PP)

To increase the involvement of parents of the handicapped in their children's schools, the Parent Involvement and Educational Program was developed at the University of Houston. It encourages parents and school personnel to work together as partners. Aspects of the program are discussed. (PP)
