The findings in Volume I of the Committee on Ability Testing's report (see ED 213 770 and ED 213 771) are shown to be ambiguous regarding the meaning of ability, vague regarding test validity, and ingenuous regarding test uses and misuse. The neglect of the basic question of what tests measure is noted. (CM)

Continuing attention to test theory, test development, test interpretation and use, test monitoring and control, test consumer education, and the social and political consequences of testing is suggested as the primary concern of the National Council on Measurement in Education (NCME). (CM)

Differences between national testing as discussed in the most recent report of the National Council on Education, Standards, and Testing, and by the Office of Technology Assessment are reviewed. National testing is not new, but the political use of nationally standardized achievement tests is a recent and dangerous trend. (SLD)

The experiences of Poland in educational testing are reviewed from 1918 to 1990. Trends affecting the future of educational testing in Poland are considered.
