State Policies to Support Education for Youth Impacted by the Justice System. Policy Brief

Youth who are impacted by the justice system encounter myriad challenges as they move through and between education and juvenile justice systems. Policymakers play an important role in mitigating these challenges. Challenges include exclusionary discipline practices that increase the likelihood of involvement in the justice system, lack of coordination between the various state and local entities that are responsible for supporting and caring for youth in the system, inadequate access to quality education opportunities in residential placement facilities and disjointed reentry practices that often imped successful re-enrollment. This Policy Brief provides an overview of systemic obstacles youth impacted by the justice system face and state examples that illustrate a variety of approaches to support this population of learners.
