Brown, Robert D.; And Others – Educational Evaluation and Policy Analysis, 1984
This paper discusses two models that hold promise for helping evaluators understand and cope with different decision contexts: (1) the conflict Model (Janis and Mann, 1977) and the Social Process Model (Vroom and Yago, 1974). Implications and guidelines for using decisionmaking models in evaluation settings are presented. (BS)

Brown, Robert D. – CEDR Quarterly, 1980
The author proposes a role model for evaluators to be added to the numerous existing models. He presents the evaluator as an artist/painter/musician, suggesting that the evaluator's perception of an educational program's effectiveness can be expressed by a single "painting," rather than by a lengthy written report. (GDC)

Brown, Robert D.; Braskamp, Larry A. – New Directions for Program Evaluation, 1980
The 50-item Utilization Enhancement Checklist involves: determining evaluator role; understanding organizational context; planning; conducting the evaluation; and communicating evaluative information. Brown, Robert D.; Newman, Dianna L. – Evaluation Review, 1992
A broad set of ethical principles is examined to determine their relevance for evaluation. The five principles of K. S. Kitchener (autonomy, nonmaleficience, beneficence, justice, and fidelity) are relevant to evaluation and are fully represented in the evaluation standards of the Joint Committee on Standards for Educational Evaluation. (SLD)

Brown, Robert D. – Educational Evaluation and Policy Analysis, 1985
A developmental perspective on supervising evaluation practicum students suggests that students go through developmental stages as they enhance their evaluation skills. A three-stage model adapted from counseling training theory developmental perspective is illustrated for eight developmental tasks: competence, emotional awareness, autonomy,…

Brown, Robert D.; Newman, Dianna L. – Educational Evaluation and Policy Analysis, 1982
In a simulated adversary-advocacy evaluation of a computer-assisted school guidance program, the evaluation audience's reaction to different forms of data, the order of argument presentations, and the rated attitude of the evaluator are shown to influence audience agreement with evaluation recommendations. Newman, Dianna L.; Brown, Robert D. – Evaluation Review, 1992
Survey items representing 30 standards of the Joint Committee on Standards for Educational Evaluation were used to examine violations in program evaluations. Twenty-nine novice graduate students, 57 graduate students with moderate knowledge about evaluation, and 61 expert evaluators viewed propriety and accuracy standards as suffering the most…

Brown, Robert D.; And Others – 1977
The impact of professional jargon and data-based statements in evaluation reports on audience responses to an evaluation report and an evaluator's recommendations was examined. Subjects read one of four evaluation reports about testing and grading procedures in a school program. The reports varied in the amount of jargon and data used to justify…

Brown, Robert D.; Dinnel, Dale – Evaluation Review, 1992
Three exploratory studies involving 116 students examined the relevance of a developmental model for approaching supervision of graduate students in evaluation studies. The model includes three stages and eight developmental tasks in each stage. Three case studies support using the developmental model in conceptualizing student progress. (SLD)
