The delivery of off-campus postsecondary programs for military personnel presents formidable challenges. As such programs come under critical examination, the University of Maryland's University College's experience in providing the armed forces with off-duty education opportunities at home and abroad is a successful example. The University of Evansville study and other studies of external degree students indicate that these programs are useful in providing adults access to degrees. The combination of flexible requirements, student involvement, and individualization make the external degree the program of choice for many adults. (JOW)
