Some suggestions on ways to strengthen self-regulation in collegiate athletics are based on the premise that the responsibility for fair practice rests with each institution as well as with the diverse sports organizations and groups. Possible uses of campus-centered mechanisms for monitoring athletics programs are examined. (JMD)

A financial analysis of intercollegiate athletics indicates that the programs are excessively deficit-producing and that the financial crisis would exist even if women's athletics were not a factor. Through the requirements of Title IX and of various sports organizations, enforced by the Department of Health, Education, and Welfare and the courts, the external regulation of intercollegiate sports is a salient fact of college and university existence. Focus is on four major outside interventions and four major issues: The economics of collegiate sports; unethical practices in recruiting and on-campus treatment of athletes; equal opportunity for women in sports, and the relationship of collegiate sports to higher education. An examination of collegiate athletics suggests that the present financial structure assures that the rich get richer; that the present governing structure separating men's and women's programs will not serve the long-term interests of either group; and that the financial structure for big-time programs precludes wider student participation.
