The Determination of Critical Success Factors for Business Process Management within New Jersey Community Colleges

Business process management (BPM) practices have been successfully deployed for decades to make organizations outside of the education sector more efficient. Many external changes such as the COVID-19 pandemic are impacting the higher education sector and will force community colleges leaders to re-evaluate their strategic plan and to adjust their finances and operations. The purpose of this study was to determine the critical success factors (CSFs) for BPM within New Jersey Community Colleges that may contribute to higher education leaders' understanding of success factors for reference in strategic decision-making regarding process management's impact on the cost of business operations within their institutions. Using nine identified success factors for business process improvement, a survey was conducted of New Jersey Community College CIOs to determine the relationships and CSFs for BPM in New Jersey Community Colleges. The ADVIAN® Method of systemic cross-impact analysis was utilized to evaluate the survey data. Organizational Culture, Project Integration, and Stakeholder Management have been identified as the primary Driving BPM factors to be leveraged as intervening actions for fine tuning the system. Risk, Human Resources Management, and Scope Management have been identified as the primary Driven BMP factors to be monitored as system gauges to serve as indicators of the impact of intervening actions applied to the system. The intention for these findings is to benefit students and their families, colleges and universities, financial officers responsible for the health of a college's budget, and those who study higher education finances.
