This study estimates the proportion of academic and public library acquisitions in the United Kingdom for which a UK MARC record is available at the time of cataloging. A general longitudinal model is presented for estimating school effects and their stability. The model, capable of separating true changes from sampling and measurement error, controls statistically for effects of factors exogenous to the school system. To reduce problems in comparing gains in the rate of students who progress to the next level of education, a nonlinear transformation is recommended. Two such transformations, probits and logits, are presented. Log linear models are recommended for an appropriate statistical test of sampling error. (Author/GDC)
