What Works Clearinghouse Rating
McLarty, Joyce R. – 1981
Educators were asked to read a description of a minimum proficiency test required for high school graduation and select a cutoff score for it. The 24 descriptions used were formed as all possible combinations of a test content, a level of student performance, a penalty for failing the test, and a community response to the test. Of the 223…

Livingston, Samuel A. – Journal of Educational Measurement, 1982
To set a standard on the "beardedness" test (see TM 507 062) the probability that a student with a specific score will be judged as bearded must be estimated for each test score. To get an unbiased estimate of that probability, a representative sample of students at each test score level must be chosen. (BW)

Rowley, Glenn L. – Journal of Educational Measurement, 1982
Livingston's (TM 507 218) response to Rowley (TM 507 062) is compared with the original Zieky and Livingston formulation of the Contrasting Groups Method of setting standards. (BW)

Perrone, Vito – Educational Horizons, 1979
The author examines previous efforts to establish certifying examinations for high school students and their effects on curriculum and students, particularly minorities. Also, to introduce readers to the rest of this theme issue on testing, he briefly discusses test validity, cutoff scores, and effects on teachers. (SJL)

Evans, Thomas J. – 1998
This paper explores common concerns about competency testing as they relate to the certification of high school graduates seeking a diploma in the United States. Competency testing is widespread in the United States, with 40 states engaged in competency testing in at least one grade. In general, and particularly for graduation requirements, the…

McLean, James E.; Lockwood, Robert E. – 1983
The sources of variability in the Angoff standard-setting procedure, when applied to the Alabama High School Graduation Examination (AHSGE), were examined. The sources of variability examined are judges, rounds (replications), competencies (items), and interactions among these three sources. After training, the judges were given a statement of a…

Rowley, Glenn L. – Journal of Educational Measurement, 1982
Survey research establishes that beardedness correlates with many desired outcomes and supports that a minimal level of beardedness be set as a prerequisite for high school graduation. Research problems of concept clarification, domain-definition, instrument development, and standard setting methods are discussed. The political considerations of…

1984
These five papers describe the methods, results, and implications of a multimethod approach to the establishment of standards for the three subject areas of the Alabama High School Graduation Examination (AHSGE). James E. McLean introduces the problems and methods involved by identifying three general approaches to scoring procedures found in the…

Fillbrandt, James R.; Merz, William R. – Educational Research Quarterly, 1977
A high school district employed multiple matrix sampling to establish cutting scores on reading and mathematics competency tests. Entry-level job holders in the working community were tested with subtests of the intact test. Generalizations were made from the results; performances of the high school and the community groups were compared.…

Smith, Robert L.; Smith, Jeffrey K. – Journal of Educational Measurement, 1988
The use by 31 reading specialists, compensatory education teachers, and secondary reading teachers of Angoff and Nedelsky methods for setting cutting scores for a high-school graduation test in reading comprehension was studied. The Angoff method provides a wider variety of information and yields estimates closer to actual p values. (TJH)

Chafin, Ann E. – 1983
The problem of setting standards has always been an issue in the educational community. This paper offers an outline of one state's procedure for setting a passing score for a competency-based test in mathematics. The Maryland Functional Mathematics Test (MFMT) becomes a graduation prerequisite for the graduating class of 1987. The procedures used…

Carlson, Robert E. – 1986
Field tests of test items are useful in developing cutting scores for important tests, such as teacher certification examinations and high school graduation tests, because they indicate test item quality and estimate future examinee performance. However, field test data may provide a faulty indication of examinee performance on the real test.…

Chafin, Ann E.; Lindheim, Elaine – 1982
The procedures projected to be used in the spring and summer of 1982 to establish passing standards for the Maryland Functional Mathematics Test are described. The development of the test as a prerequisite for high school graduation to be implemented in 1987 is described. The maximum involvement of diverse constituencies and multiple informed…

Herron, Marshall D. – 1978
The Oregon State Board of Education has rejected the use of cut-off scores on a proficiency test to establish minimum performance standards for high school graduation. Instead, each school district is required to specify--by local board adoption--minimum competencies in reading, writing, listening, speaking, analyzing, and computing. These…

Jonas, Edward D., Jr.; Hayes-Wallace, Lamarian – 1986
The effects of failing to pass a high school exit exam were examined for the Georgia Basic Skills Test (GBST). Data were collected on a random sample of students who were tenth graders in 1983 and in 1984. The following issues were studied: (1) impact of failure on self esteem, as measured by the Piers-Harris Children's Self-Concept Scale (P-H);…
