Effects of question length and explicitness of directions (format) were examined for 97 university students answering open-ended consumer satisfaction questions at 9 health promotion workshops. The role that evaluation can play in educational reform in China is discussed, drawing on an ongoing study of present evaluation practices and the identification, development, and evaluation of texts and materials for teaching university students about evaluation. Case studies of evaluation in Shanghai illustrate current practices. (SLD)

A mail survey completed by 62 administrators in colleges of education in Ohio provides descriptive and correlational results about the nature of utilization of needs assessment. A moderately high multiple correlation is found for attitude and involvement, but other independent variables contribute minimally to prediction. (SLD)
