A protocol is an instrument that directs the user in the collection and recording of data necessary for the management of a specific medical problem, designed to permit practitioners to treat patients without a physician visit or for pre-physician consultation. (MM)

Recent activities of the General Accounting Office (GAO) related to the allocation of medical resources and services are reviewed. Focus is on the evaluation of programs designed to increase public access to quality health care and to contain health care costs.
