Blacks have received the largest share of aid under Federally assisted manpower programs, especially youth oriented programs. Comments are offered concerning direct and indirect benefits of some of these programs. In spite of such programs most of the human resources of blacks remain untapped, reflecting the enormity of the task. (SA)
