This report of the Committee on Labor and Human Resources recommends that the Senate pass the Comprehensive Child Development Centers Act of 1987, S. 1542. The bill amends the Head Start Act to provide for the establishment of several child development centers designed to encourage supportive services for infants and young children from low income families, in an attempt to prevent educational failure and reduce the likelihood that young children will be caught in a cycle of poverty. The report provides information on the following: (1) background of the bill and the need it addresses; (2) major provisions of the legislation; (3) result of committee vote on the bill; (4) cost estimate from the Congressional Budget Office; (5) regulatory impact; and (6) print of the section of the existing law that would be amended.
