Statewide master plans are discussed as guides for development of the academic programs, fiscal patterns and physical plants of the state's public higher education system. Three criteria deemed most significant for evaluation of planning are identified as goal setting, funding and institutional role, and mission statements. (MLW)

The role of the Higher Education Energy Task Force as a catalyst in the conception, development, and execution of campus master plans is discussed. Included are a sample checklist for a physical plant tour, sample list of conservation ideas, and suggestions for coordination of administrative ideas. (MSE)
