Wilcox, Rand R. – Applied Psychological Measurement, 1980
This paper discusses how certain recent technical advances might be extended to examine proficiency tests which are conceptualized as representing a variety of skills with one or more items per skill. In contrast to previous analyses, errors in the item level are included. (Author/BW)

Van der Linden, Wim J. – Journal of Educational Measurement, 1982
An ignored aspect of standard setting, namely the possibility that Angoff or Nedelsky judges specify inconsistent probabilities (e.g., low probabilities for easy items but large probabilities for hard items) is explored. A latent trait method is proposed to estimate such misspecifications, and an index of consistency is defined. (Author/PN)

The Nebraska Assessment Battery of Essential Learning Skills (N-ABELS) is a goal-oriented instrument with an evaluation component providing a basis for determining acquisition of twelve skills defined as learning goals. Each goal is stated in terms of an acceptable performance standard which clearly describes what the student must do. The skills…

Klein, Thomas W. – 1990
Characteristics that distinguish criterion-referenced tests from their norm-referenced counterparts are discussed, including: the purposes that they are designed to serve; the characteristics of the types of items that they contain; and the manner in which they are developed. More specifically, the distinguishing characteristics include: reference…

The Texas Educational Assessment of Minimum Skills (TEAMS) test was administered to pupils in grade 1 for the first time, at state level, in April 1986. Students with certain disabilities and those with limited English proficiency were exempted from this testing cycle. This 84-item test measured 21 objectives: 8 for mathematics, 9 for reading, and…

Bernknopf, Stan; And Others – 1979
The effectiveness of a model for determining a minimal cut-off score for criterion-referenced tests was examined. The model, based upon techniques presented originally by Nedelsky and by Angoff, was first used in conjunction with a multiple choice test developed for use in certifying school counselors in Georgia. A "knowledge estimation panel" was…

Bauer, Ernest A.; And Others – 1979
The reading portion of the Michigan Educational Assessment Program (MEAP) was equated to the reading comprehension subtest of the Comprehensive Tests of Basic Skills (CTBS) using the Rasch Model. Both tests were administered to 366 low achieving fourth grade students. MEAP was treated as both a 95-item test and a 19-item (number of objectives…
